Brenham, Texas – On September 21, 2024, at approximately 11:30 PM, I was working off-duty employment as a security officer for the Washington County Fair while employed as a Deputy with the Austin County Sheriff’s Office.
At that time, a female approached me and stated she wanted access through a restricted area to reach her vehicle. I informed her she would need to go around like all other patrons. The female immediately became argumentative, refused to follow lawful instructions, and used profane language. During the interaction, I detected the odor of an alcoholic beverage emitting from her person. I also observed her glassy, red eyes, which are consistent with signs of intoxication.
As the female—later identified as Shannon Canales—continued to argue, I increased my command presence. I advised her she did not have a choice in the matter, using both hands to gesture with palms facing each other and fingers extended. I informed her I would not debate the issue further and that she needed to comply with the instructions provided.
At approximately 11:40 pm, Canales grabbed my fingers with both hands, wrapping her hands around my fingers and restricting my movement. This contact caused pain and triggered my defensive response. Due to her behavior, level of agitation, and refusal to comply with simple instructions, I prepared to escalate force if necessary.
While still exhibiting signs of intoxication, Canales continued to hold onto my hands, aggravating a previously sustained injury. Officer A. Rodriguez of the Blinn College Police Department was standing next to me and immediately intervened, breaking her grip on my hands.
Canales remained agitated, yelling, arguing, and attempting to push past us to reach her vehicle. She repeatedly claimed she was a member of the Brenham City Council. I informed her that if she did not leave the fairgrounds, she would be subject to arrest. After continued verbal warnings, she eventually exited the fairgrounds without further incident.
Constable Smith later informed me that the female was identified as Shannon Canales, who holds the Ward One council position in Brenham, Texas.
