Carthage Texas – A video from a YouTuber and First Amendment auditor showing him being criminally trespassed from Carthage City Hall last week by a police officer has provoked thousands of online comments and phone calls from all over the country in protest.
Jeff Gray says he is looking into a potential lawsuit after he was detained and threatened with arrest for criminal trespassing.
Gray’s YouTube page, ‘HonorYourOath,’ is full of videos of Gray exercising and experimenting with civil rights. He has traveled the country holding up signs and testing the police departments of different municipalities. His newest video, taking place in Carthage, has already surpassed 100,000 views. The footage shows Gray standing by the door of Carthage City Hall holding a small, cardboard sign reading, “God Bless the Homeless Veterans.”
Gray used the public restroom inside the building and let the women working in the front of City Hall know that he would be outside with his sign. Within minutes, Sgt. Dustin Corey Mims responded to the situation and asked Gray to stand by the road, “They (city hall workers) don’t want you on the property so they’ve asked that you move over there away from the door.”
In the video, Gray can be seen responding, “But the city hall is the traditional public forum.”
Officer Dustin Corey Mims briefly spoke to city hall officials before returning outside to ask Gray for his ID, saying, “I’ve got to criminally trespass you. It’s got to be logged with our dispatch.” To get his information, Mims detained Gray. In the end, Gray was allowed to leave, which he did.
Gray told the Watchman, “I wanted to get out of there before something happened. I left.”
The City of Carthage released a statement yesterday explaining, “While the encounter was peaceful, we recognize the need for ongoing training and dialogue on handling similar situations in the future.”

Recently, an interaction occurred between the Carthage Police Department and a First Amendment auditor that has raised questions within our community.
On Friday September 20th of 2024 officers responded to an individual conducting a First Amendment audit at City Hall. The auditor was exercising his rights to film and document public areas, which is a protected activity under the First Amendment. Our officer approached this situation to ensure both the auditor’s rights and safety of the public were respected. While the encounter was peaceful, we recognized the need for ongoing training and dialogue on handling similar situations in the future.
The Carthage Police Department acknowledges the importance of transparency and public engagement in law enforcement. We strive to facilitate respectful interactions with all individuals, regardless of their purpose.

Carthage Texas – Carthage officials approved a $3.7 guaranteed maximum price on a project to build a standalone police headquarters at their Monday meeting.
City Manager Steve Williams noted $90,000 of that number was set aside as contingency funds in case something cropped up. The city will pay for the project out of its budget.
“Obviously we don’t know what the future holds, what the economy’s gonna do and all that, but we do have money to pay for this and still be within our recommended parameters of cash on hand,” Williams said.
Williams said SCI Construction would be getting ready to start moving dirt on the project on July 8.
