Mission Statement of the City Secretary

The City Secretary’s Mission is to execute City Council policies, programs, and directives; ensure the accuracy and integrity of all City records; conduct City operations in an efficient and effective manner; and respond promptly to citizen and staff inquiries and requests.

The City Council appointed Shandra Phillips in March of 2025. She is responsible for legal notifications, records management, the City’s history, public information requests, elections, and human resources, and oversees the administration of municipal court, licensing and permits, utilities, and finance.
