Brenham, Texas – This is the second lawsuit to be filed against the Brenham Police Department and the city of Brenham in the last year. This latest lawsuit regards discrimination.

Defendants in the lawsuit are: City of Brenham, Officers Ashley Burns, Thomas Kurie, Richelle Malinowski, Eric Crosby, Jason Kasprowwicz, Karen Stacks, Conner Caskey, Kevin Raven, Llody Powell, and Excel Motors.

Thomas Kurie was with the PD for 24 years and left in 2024 to work for the Waco ISD.

Conner Caskey was with the PD for 4 years and also left in 2024. Now works at the Fulshear Police Dept.

Llody Powell was with the Brenham PD for 27 years and retired in 2024. Powell is now an officer with Prairie View A&M University.

The Dallas Police Department had been shrinking for years, losing more officers than they hired ‒ and competition for recruits was fierce.

Then the hiring woes got even more dire in the fall of 2024, when voters passed a proposition that required the force to have at least 4,000 officers, hundreds more than it had even at its peak in 2010.

So the department tried a new recruiting strategy: Make it easier to hire by dropping the requirement that applicants have college credits under their belt.

Dallas isn’t alone. It’s among a number of cities to relax college education hiring requirements for officers, a years long trend that includes Chicago, Memphis, Louisville, and New Orleans.

“In a perfect world, would you want police officers to be college-educated? Absolutely, but this is where policing is now,” said Chuck Wexler, executive director of the Police Executive Research Forum. “There simply is more demand for police officers – for qualified police officers – than there is a supply.”

Research has found there are some benefits to stricter standards: college-educated officers tend to use less force, have fewer complaints against them and write better reports. But some police researchers say these findings aren’t definitive and relaxing education requirements can make the job accessible to more Americans amid the rising cost of college.

What you’ll find on our website are details about accusations of misconduct against police officers and how those cases were resolved by the agencies for which they work. You’ll be seeing a rare sight; it is a remarkably unusual occurrence for members of the public to view these records.

We’re also keeping track of roaming cops. A roaming cop is a peace officer who is about to get fired but quits and goes to work at another department because of police misconduct or poor job performance.

The very fact of your reading these reports can help prevent future abuse by police officers whose job it is to serve and protect your community, not cause harm. These are police reports from which you can learn much about the quality of policing in your city or town in Texas.
