Ex-police Chief Lloyd Powell was reprimanded after he hired a criminal as an officer in Brenham

Brenham Texas – Ex-Police Chief Lloyd Powell was issued a reprimand after an investigation by the Texas Commission on Law Enforcement (TCOLE) into the Brenham Police Department. TCOLE determined that Powell failed to conduct a background check and hired a convicted criminal as an officer in Brenham.
Powell appointed an ineligible person as a Peace Officer. Specifically,
on or about March 19, 2008, the individual was convicted or placed on community supervision for the criminal offense of Criminal Mischief, a Class A misdemeanor.
Powell was ultimately responsible for the background investigation and appointment of this individual.
Powell was punished by having to attend TCOLE’s comprehensive background Investigation course.
After nearly 30 years of service in the Brenham Police Department, Brenham Police Chief Lloyd Powell retired and went to work as a street cop at the Prairie View Police Department.

Brenham, Texas – Officer Torres was terminated for lying during the police investigation of the relationship between him and supervisor Sgt. Tiffany Anderson.
Officer Torres was going to his suprvisor house at 4 in the morning while on duty. If Officer Anderson were Torres supervisor, why did she let it continue?
Officer Anderson and Torres both admitted to deleting text messages from the city of Brenham’s work phones in hopes of not getting caught.
Two Brenham police officers were cleared of allegations involving an improper relationship due to a lack of evidence, though one officer was later fired for unrelated issues
The day after Christmas last year, a complaint was filed alleging an improper affair between Brenham Police Sergeant Tiffany Anderson and Officer Ramone Torres, who worked under Anderson’s supervision. The complaint claimed the alleged relationship had been ongoing for nearly a year.
Following the allegation, both Anderson and Torres were placed on a two-week paid administrative leave while the department conducted an internal investigation. After nearly a month-long review, Brenham Police Chief Gary Boshears concluded there was no evidence to substantiate the claim of an improper relationship between the two officers.

The reason Officer Ronnie Jackson left the College Station Police Department was that he was having some personal issues in his “mind.” He seemed to be struggling and forgetting police equipment at home, including his gun. Jackson was questioned about leaving these items at home. Jackson indicated that he was distracted due to his sister being in the hospital. Jackson also mentioned that he needed to take his grandmother to the hospital to be with her.
The department decided to give him some time off so he could sort through his personal needs and return to focus on success. While Officer Jackson was off, his supervisor went up to the hospital to take his sister a card from the police department. When the supervisor arrived, he was told that Jackson’s sister had been discharged a week earlier. His superiors questioned Jackson about this, and Jackson fumbled through the story and consistently communicated this to others.

Speculation on why Officer Jackson would not want the Brenham PD to call his former employer before he was hired
On his application, Jackson specifically requested that the department not contact the College Station PD as a reference. Such a request is highly unusual in law enforcement hiring, where reference and background checks from previous agencies are routine and expected. The decision raises questions about Jackson’s separation from College Station PD and what feedback that department might have provided.
Jackson listed his reason for leaving College Station PD as being “unhappy with his supervisors,” a vague explanation that leaves much to interpretation. The lack of detail makes it unclear whether the departure was voluntary or related to performance or disciplinary issues.

Officer Tiffany Anderson worked at the Wichita police department for seven years, having no trouble from her male colleagues. Officer Anderson was accused of several things by the department, including a hit-and-run she was allegedly involved in.
Anderson claimed that she had been treated unfairly due to her being a woman. Officer Anderson then used the vagina card and cried discrimination against the department, resigned, and then sued the department. The judge threw out her case.
It’s hard to know who to believe, because it’s a proven fact that all police officers lie.
Questions Raised Over How Washington County Sheriff Handled The Carey Counsil Incident

Community members are questioning how police discretion is applied following an incident involving Carey Counsil, a professor at Blinn College at Brenham.
According to reports, Counsil was involved in a single-vehicle crash in which his vehicle entered a pond. Authorities say he did not remain at the scene or contact law enforcement following the crash.
After leaving the area, Counsil reportedly walked for nearly four hours through wooded terrain while wearing only swim trunks. At approximately 4 a.m., he came upon a residence and entered the home, according to reports. He then entered a woman’s bedroom, waking her while she was asleep.
The incident has raised public questions about how law enforcement determines charges and exercises discretion in cases involving serious misconduct, particularly in comparison to how similar incidents involving other individuals are handled.
Officials have not publicly addressed whether professional status, circumstances, or other factors influenced the response or charging decisions in this case. The incident has prompted public scrutiny of how law enforcement applies charging decisions and discretion in serious cases, especially when compared with the treatment of others in similar situations.

Washington County Sheriff’s Department Sued Over Inmate Suicide
A federal lawsuit filed February 12 in Austin alleges that Washington County and the Washington County Sheriff’s Department violated the constitutional rights of Cameron Pritchett, a 31-year-old man who died by suicide while detained at the Washington County Jail in 2019. The lawsuit, filed by Pritchett’s family, claims jail officials failed to provide adequate medical and mental health care and did not take appropriate steps to protect him despite allegedly knowing of his serious mental health conditions and heightened suicide risk.

During the investigation of sexual harassment. Officer Merkley told the chief that he was a victim of sexual harassment.
Merkley acknowledged that it was he who was making inappropriate comments of a sexual nature to a woman.
Merkley said that he had destroyed all text messages and emails to cover his ass. Destroying government records is a crime.
Ex-officer Merkley is now a coordinator of safety and security officer at the Brenham school district.

Kevin Mertz had a dispute concerning Officer Mayo, a member of the Brenham PD.
At the trial, Kevin Mertz admitted to initiating physical contact in the dispute with Mayo.
Mertz said that he had never taken away Mayo’s permission to come into his home.
Later, Mertz admitted that he lied about calling 911; he also admitted that Mayo, only tried to stop him from making the phone call, believing he was calling her mother.

The City of Brenham dislikes people with disabilities working for the city
Officer L.V. (name withheld) joined the Brenham PD after completing 752 hours of training.
Shortly after beginning service, Officer L.V. alleged discrimination by the City of Brenham and the Brenham PD under the Americans with Disabilities Act (ADA).
After serving 134 days as a Brenham officer, Officer L.V. filed a lawsuit against the city. Taxpayers paid $$$!
Deputy Involved in Accidental Discharge at Sheriff’s Office
Deputy Billy Ruemke accidentally discharged their weapon inside the sheriff’s office. Holleway said the incident occurred in a secure area and only resulted in property damage.
Ruemke received discipline in the form of time off without pay, scheduled for remedial training. Holleway said instances of this nature typically carry a suspension of two to three days, adding that the employee has completed that suspension.

With a 45-year career in law enforcement, Ruemke wasn’t able to handle a firearm safely. Ruemke ended up resigning.

The Brenham Police Department recently held a mandatory training session on the U.S. Constitution for all officers after internal assessments determined that some members lacked sufficient understanding of constitutional principles.

Brenham Texas – The suit alleges violations of the First and Fourth Amendments, including claims of retaliation, all reportedly captured on video.
Sources indicate that former Chief Lloyd Powell has admitted to aspects of the allegations following the release of a video that surfaced.
An investigation by the Texas Rangers reportedly confirmed both the civil rights violations and multiple breaches of the Brenham departmental policy. Their findings also state that former Chief Powell failed to hold his officers accountable for their actions.
