Police Chief Lloyd Powell was issued a reprimand after the Texas Commission on Law Enforcement (TCOLE) concluded that he failed to complete a required background check before hiring a new officer. The investigation further revealed that the individual brought onto the force had a prior criminal conviction, making them legally ineligible to serve as a peace officer under state standards.
According to the findings, Powell’s decision resulted in the appointment of a person who did not meet the qualifications necessary for law enforcement certification in Texas. Background checks are a mandatory safeguard designed to ensure that only eligible and properly vetted individuals are granted the authority and responsibilities of policing.
While the reprimand is considered a lower-level disciplinary action, it formally documents the violation and places it on record. The case highlights the importance of strict compliance with hiring protocols, particularly in positions that carry significant public trust and legal authority.
As a result, Powell was required to complete TCOLE’s comprehensive Background Investigation course. As the appointing authority, Powell was ultimately responsible for both the background investigation and the hiring decision.

Jackson was questioned about leaving these items at home. Jackson indicated he was distracted because his sister was in the hospital. Jackson also mentioned that he needed to take his grandmother to the hospital to be with her.
The department decided to give him some time off so he could sort through his personal needs and return to focus on success. While Officer Jackson was off, his supervisor went up to the hospital to take his sister a card from the police department. When the supervisor arrived, he was told that Jackson’s sister had been discharged a week earlier. His superiors questioned Jackson about this, and Jackson fumbled through the story, consistently communicating it to others.

Shortly after beginning service, Officer L.V. alleged discrimination by the City of Brenham and the Brenham PD under the Americans with Disabilities Act (ADA).
After serving 134 days as a Brenham officer, Officer L.V. filed a lawsuit against the city. Taxpayers paid $$$!
Deputy Involved in Accidental Discharge at Sheriff’s Office
Deputy Billy Ruemke accidentally discharged their weapon inside the sheriff’s office. Holleway said the incident occurred in a secure area and only resulted in property damage.
Ruemke received discipline in the form of time off without pay, scheduled for remedial training. Holleway said instances of this nature typically carry a suspension of two to three days, adding that the employee has completed that suspension.

With a 45-year career in law enforcement, Ruemke wasn’t able to handle a firearm safely. Ruemke ended up resigning.
