Humble Police Chief on leave without pay amid investigation

HUMBLE, Texas – Days after the Humble Police Department Chief Daniel Zientek was placed on leave, ABC13 learned he has been relieved of duty without pay, says the City Manager.
City officials announced the decision on Tuesday, saying Police Chief Dan Zientek is now on unpaid leave while an independent investigation continues.
The Humble city manager declined to speak on camera but confirmed during an in-person interview that the investigation began after two current police employees filed complaints against Zientek. The concerns were raised around the same time the city conducted an employee survey, roughly six months after Zientek took the job.
According to the city manager, the survey results reflected significant dissatisfaction within the department. Zientek was initially placed on paid leave last week, but as the investigation by an outside law firm expanded, city leaders determined further action was necessary.
In a prepared statement, the city manager said in part:
“Due to the severity of those allegations, Dan Zientek has now been relieved of duty without pay pending the outcome of the ongoing investigation. The City of Humble is committed to transparency and is cooperating fully with the independent investigation.”
City officials have not disclosed the specific allegations, but the city manager said the complaints are not related to financial matters. Instead, he described them as concerns over Zientek’s management style and leadership of the department.

Texas DPS Trooper Is Sent Home For Bumping Into South Carolina Players During The Game Against Texas A&M

Texas DPS.
A Texas Department of Public Safety trooper bumped South Carolina wide receiver Nyck Harbor and scolded him after Harbor scored a touchdown late in the first half of the Gamecocks’ game at Texas A&M.
Texas DPS – After Harbor pulled away from Aggies defenders on the way to an 80-yard touchdown, he slowly jogged up a tunnel while favoring his hamstring. As teammates and the South Carolina players followed Harbor walked out of the tunnel seconds after the touchdown, an officer bumped through the players before turning around to say something to them angrily.

We have begun to obtain police reports and records from police departments across the state of Texas, pursuant to the state’s Texas Public Information Act. Records of police misconduct are often filed away and rarely seen by anyone outside their respective police departments.
We are collecting and publishing police complaints, internal affairs records, and disciplinary records of police officers. We also have obtained memos, cell phone text messages, videos, and even emails.
What you’ll find on our website are details about accusations of misconduct against police officers. Plus, you’ll see how those cases were resolved by the agencies for which they work. You’ll be seeing a rare sight; it is a remarkably unusual occurrence for members of the public to view these records.
We’re also keeping track of roaming cops. A roaming cop is a peace officer who is about to get fired but quits and goes to work at another department because of police misconduct or poor job performance.
The very fact of you reading these reports can help prevent future abuse by police officers. Their job is to serve and protect your community, not cause harm. These are police reports from which you can learn much about the quality of policing in your city or town in Texas.

POLICE CORRUPTION
Police corruption is the abuse of police authority for personal or financial gain, ranging from minor favors to systemic criminal behavior. It erodes public trust, undermines the rule of law, and can have devastating effects on individuals and communities.
Corruption can be categorized by the scale and nature of the misconduct:
Corruption of authority: The misuse of a position of authority for personal benefit. This can include taking small gratuities like free meals or discounts in exchange for favoritism.
Extortion and bribery: In extortion, an officer uses threats to demand money or favors. In bribery, a civilian offers an officer money or favors for preferential treatment, such as avoiding a ticket or an arrest.
Internal payoffs: Practices within a department where promotions or favorable assignments are bought and sold.
Perjury: Lying under oath during investigations or court proceedings to protect other officers or secure a conviction.
The “frame-up”: Planting or fabricating evidence to ensure the conviction of a suspect, particularly in drug cases.
Noble cause corruption: Engaging in illegal or unethical behavior for what an officer believes is a good outcome, based on the belief that “the ends justify the means”.
Abuse of authority: This broad category includes police brutality, sexual assault, harassment, false imprisonment, and conducting unlawful searches and seizures
